Support for California’s proposed billionaire tax, Proposition 40, has surged with a significant endorsement from the Los Angeles County Democratic Party, bolstering its momentum ahead of the election.

This endorsement is expected to provide a substantial boost to the campaign as supporters work to gain traction ahead of the upcoming election.
Announced on Thursday, the endorsement comes on the heels of similar support from the California Democratic Party and the California Federation of Labor. Additionally, Democratic Party organizations in numerous counties throughout California have also thrown their weight behind the measure.
“Today’s endorsement further clarifies that the Democratic Party is unified behind Prop 40,” stated Suzanne Jimenez, chief of staff at SEIU-United Healthcare Workers West.
Supporters of Proposition 40 assert that they successfully navigated extensive lobbying efforts from high-priced consultants representing billionaires before securing the endorsement from the Los Angeles County Democratic Party. They have also countered claims of division within the Democratic Party regarding the measure, citing polling data that indicates strong support among key demographics. According to figures provided by the campaign, 80% of Democrats, 70% of union members, 63% of teachers, and 63% of healthcare workers are in favor of Prop 40.
The initiative made it onto the ballot after supporters submitted over 1.6 million signatures from Californians statewide, nearly double the number required to qualify. This effort is being hailed as one of the most robust citizen-led ballot qualification campaigns in California’s history.
Proposition 40 has garnered endorsements from a wide array of elected officials, labor unions, and community organizations. Notable supporters include U.S. Senator Bernie Sanders, Representatives Ro Khanna and Judy Chu, as well as the California Democratic Party, the California Federation of Labor, and the California Nurses Association. Other backing organizations include Teamsters California, AFSCME California, SEIU-UHW, and various local unions and advocacy groups.
At the heart of the campaign is the California Billionaire Tax Act, which proposes a one-time emergency tax on the wealth of the state’s ultra-high-net-worth individuals. Proponents argue that the revenue generated from this measure would be utilized to protect Medi-Cal, maintain hospital and emergency room operations, expand food assistance programs, and bolster public education.
This initiative is a direct response to federal healthcare cuts under HR1, which supporters claim jeopardize healthcare access and economic stability for millions of Californians.
Unlike traditional income and sales taxes that are levied on realized income or transactions, a wealth tax is assessed based on the value of assets owned by an individual. Under Proposition 40, the proposed tax would apply to a variety of assets held by billionaires, including commodities, ownership interests in publicly traded and private companies, real estate, and artwork.
The endorsement from the Los Angeles County Democratic Party adds to the growing list of Democratic organizations, labor groups, elected officials, and community organizations rallying behind Proposition 40 as California voters prepare to make a decision on its future.
