As the Russia-Ukraine war intensifies, drone technology executives are becoming prime targets for assassination attempts, highlighting the escalating stakes in modern warfare.

A dangerous new front is emerging in the ongoing Russia-Ukraine war, with attackers and alleged intelligence operatives increasingly targeting executives and engineers involved in developing cutting-edge drone technology. This shift in focus underscores the critical role that drone warfare plays in the conflict, as industry experts warned of the heightened risks on Sunday.

Recent incidents illustrate the peril faced by leaders in the drone manufacturing sector. On August 4, a car bombing near Yekaterinburg critically injured Vladimir Tkachuk, the head of Russian drone manufacturer Uraldronzavod, and killed his driver. Tkachuk’s company produces the “Upyr,” or “Ghoul,” a first-person-view attack drone utilized by Russian forces in Ukraine, according to Russian state news agency TASS and reported by The Associated Press.

Days earlier, Andrei Cherezov, the head of another Russian drone manufacturer, was shot three times in an apparent assassination attempt in Tula during the night of July 28-29, as reported by Ukrainian outlet Pravda. Authorities have not publicly attributed either attack to Ukraine, but the pattern of violence against drone industry leaders is alarming.

Cameron Chell, CEO of Draganfly, emphasized the significance of these attacks in the context of the ongoing race for dominance in drone warfare. He noted that as both Russia and Ukraine strive for an edge in battlefield technology, the relatively small number of individuals responsible for developing new systems become increasingly important targets.

“When you can’t take out all the distributed infrastructure, drone manufacturing leadership becomes the primary target,” Chell explained. “These strikes in Russia, Ukraine, and Germany on founders, leaders, and engineers of defense companies, particularly those focused on drones, are a direct result of the impact these technologies have on the battlefield.”

According to Chell, the rapid evolution of drone technology—often with significant iterations occurring every 10 to 30 days—means that targeting a key engineer or leader can create immediate operational disruptions. “Taking out a particular engineer or leader can set a very important weapons program back quite some time and disrupt shipments to the front line,” he added.

In addition to the violence against executives, German authorities recently arrested two suspected operatives accused of spying on a Bavarian drone manufacturer for Russian intelligence. Reports indicated that the operation included preparations to target company executive Stefan Thumann, as detailed by Germany’s Die Zeit. This case follows a reported 2024 plot disrupted by U.S. and German intelligence aimed at targeting Rheinmetall CEO Armin Papperger.

As the conflict evolves, Chell noted that the push toward artificial intelligence and autonomous weapons systems makes engineers developing these technologies more strategically important. “What we see in the Ukraine-Russia conflict is nobody in the loop—total autonomy is the direction things are going because it moves with more speed and precision,” he stated. “AI and total autonomy are the big innovations for the next 18 months, so a potential reason we could see more targeted activity against leaders is because Ukrainians have that technology advantage.”

He further explained that targeting smaller drone companies is a relatively straightforward operation compared to going after individuals in state-run weapons programs. “It is a fairly inexpensive, low-risk tactic for intelligence agencies that yields an immediate impact on the battlefield, and that’s why we’ve seen this tactic,” Chell said. “It is a very interesting turn or tactic that’s being played by both sides here.”

Chell highlighted the differing approaches taken by Russia and Ukraine in executing these plots. “I wouldn’t suggest one side has an advantage over the other in terms of tactics, but psychologically, it has a deeper effect on the Russian side,” he noted. “The volume of drone advantage will remain with the Russians for the foreseeable future, but the innovation of drones, tactics, and technology lies with the Ukrainians right now.”

He elaborated on the stark contrast in tactics, stating, “Ukraine faces an existential threat, so they are ready for anything. Their tactics tend to be much more blunt—a direct shooter in a hallway or a car bomb. The Russian tactics tend to be much more state-organized, using old Cold War methods: low-level contacts, extensive intelligence and surveillance ahead of time, and inserting operatives into other countries like Germany. The Russians have a long-standing, well-established intelligence infrastructure dating back to World War II and the Cold War.”

As the drone manufacturing industry becomes increasingly aware of these threats, Chell emphasized the importance of taking precautions. “We are very cognizant of it, and we’re in contact with the proper authorities to make sure we’re taking precautions on both a cyber and physical level to ensure we’re at less risk,” he said. “We certainly don’t take anything for granted.”

He added that training programs are in place to ensure executives are equipped with safety measures, focusing on awareness, cybersecurity, and physical location protection. The recent attacks and attempted assassinations have intensified discussions around security within the industry. “We as an industry are taking it with a measured amount more seriously,” Chell concluded.

As the conflict continues to evolve, the targeting of drone technology leaders underscores the critical intersection of warfare and technology, raising questions about the future of combat in the age of artificial intelligence.
